The United States has determined that Cuba is a part of a list of few countries that are designated as State Sponsors of Terrorism. The list is used as a way for the US to punish countries that we are in conflict with.

Cuba was put on the list by Trump without providing any reasonable justification for doing this. This designation has harmed the people of Cuba by international financial restrictions that prevent it from rebooting its economy especially after the pandemic.

Biden has continued this policy, but he can remove Cuba from the list by an Executive Order.
